PAGBA Concludes 2015 1st Quarterly Seminar



Legazpi City - Around one thousand participants/representatives from various national government agencies (NGAs), government-owned and controlled corporations (GOCCs), State Universities and Colleges (SUCs) and local government units (LGUs) attended the four-day 1st Quarter Seminar and Meeting at Oriental Hotel, Legazpi City, on March 25-28, 2015.

In line with this year’s theme: Planning, Budgeting, Execution and Monitoring for Results – Pillars of a Strong Public Financial Management”,  the following related topics were extensively discussed: The Salient Points of the 2015 GAA and Guidelines for Release of Funds, Salient features of the CY 2016 Budget Preparation Activities, Monitoring and Evaluation for Stronger Budgeting, Public- Private Linkages – A Strong Engine for Growth, LGUs’ Seal of Good Housekeeping, Fast Tracking of the Procurement Process, and The Power of Engagement.

Experts on the selected topics were invited as resource persons such as Dir. Rowena Candice Ruiz (Legal Service Department, DBM), Dir. Rolando U. Toledo (Fiscal Planning Bureau, DBM), Asst. Dir. Amanella  D. Arevalo (Budget Technical Service, DBM), Mr. John Frederick De Guia (PME Specialist, UNICEF), Atty. Al Soriano (Legal Service, Public-Private Partnership),  Atty. Dennis S. Santiago (TSO-GPPB),   Dir. Elouisa T. Pastor (DILG), and Ms. Milagros L. Igual (ARIVA).

The PAGBA seminars have become a popular venue providing for updates on new policies, rules and regulations on government budgeting and public financial management including clarifications of pressing issues as well as other various related concerns  which the participants ventilate through the open forum held at the end of each presentation.  The speakers’ respective expertise on the assigned topics facilitates the easy discussion of certain areas of concern and exchange of information and opinion.
